L&I File an Initial Application for UC Benefits or Reopen an Existing Claim:
Who Can File for Benefits: Any individual who has become unemployed may file an application for UC benefits. Eligibility to receive those benefits will be dependent on whether the worker meets the various requirements specified in the Pennsylvania UC Law. To be covered by the UC Program, a worker must have worked for an employer who is required by Law or elects to pay into the UC Fund and have covered employment.
To safeguard those funds, all applications are checked thoroughly. Fraud is prosecuted and may result in fines and/or imprisonment or other penalties.
To be Eligible to Receive Benefits: A worker may be eligible to receive benefits if the worker:
* is unemployed through no fault of the worker;
* has filed an initial application for UC benefits;
* is unemployed for a waiting period of one week (waiting week) after filing a benefit claim;
* has performed services covered (or elected for coverage) under the UC Law;
* has earned enough wages to qualify (*see additional information below);
* has sufficient credit weeks to qualify;
* is able to work and is available for suitable work; and
* is registered for work with PA CareerLink Services.
* Base-year wages used to determine financial eligibility for UC benefits on an initial PA application can include wages earned in other states in addition to PA-covered wages. When such a “combined wage” claim (CWC) is filed, all wages earned in all of the states where an individual was employed during the base-year period must be used.
For a CWC that is filed against PA to be considered valid, at least some portion of the worker’s base-year wages must have been earned in PA. This requirement became effective on January 11, 2009, in accordance with amended federal regulations that govern the definition of a “Paying State” for CWC filing purposes.
How to File for Benefits: Unemployed workers may file their applications or reopen their existing claims for UC benefits on this Web site by calling the UC Service Centers network, or by downloading a paper Initial Claim form or Reopen Claim form from this Web site. Re-employment opportunities and job search assistance are offered in local PA CareerLink offices.
What’s Needed to File for Benefits: To file an application for benefits, a worker will be asked to provide:
* social security number
* PA Department of Transportation photo ID
* alien registration number (for non-United States citizens)
* the name and address of last employer (full or part-time)
* most recent pay stub

To Receive Partial Benefits
A worker may be eligible for partial benefits if the worker:
* has received a reduction in regular hours of work because of lack of work;
* is separated from a job and has obtained other employment working less than full time and earning less than before; or
* is separated from one job but continues to have part-time employment with another employer(s).
Subsequent Claims
A worker may be eligible to collect UC benefits on a subsequent claim if the worker:
* is still unemployed at the end of a benefit year;
* meets the base-year and eligibility requirements; and
* has earned at least six times the weekly benefit rate of the first application for benefits (AB) date during the period between the first AB date and the second AB date.
The work between the first and second AB dates may be in full-time, part-time, temporary, or casual employment or in employment not covered by the UC Law.
Wages in Other States: If a worker has wages in another state, the worker may be able to establish a claim against that state after the maximum entitlement to Pennsylvania UC benefits has been exhausted.
Receiving First Benefit Payment: Workers eligible for benefits should receive their first benefit payment within four weeks after applying for benefits.
